constellr and RST-TTO sign MoU to accelerate thermal Earth-observation services for Bulgaria and the Black Sea region

Freiburg im Breisgau, Germany & Sofia, Bulgaria — September 18, 2025 — Constellr GmbH and Risk Space Transfer – Technology Transfer Office JV (RST-TTO) have signed a Memorandum of Understanding (MoU) to collaborate on developing, implementing, and supporting value-added services and products based on thermal Earth-observation data for civil and military applications in Bulgaria and the wider Black Sea region. The partnership will pursue pilot projects and product development for civil and military applications.

Under the contract, the parties plan to combine infrared (IR) earth observation data from constellr’s satellite constellation with RST-TTO’s Big Data Platform (NEODAH), for which a dedicated “Thermal Monitoring” Thematic Exploitation Platform (TEP) will be added. Priority domains include critical infrastructure and defense and security applications, with additional domains to be explored case-by-case as opportunities arise.

Teaming up with RST-TTO lets us tailor our satellite data into operational services that directly address Bulgaria’s and the Black Sea region’s needs,” said Catherine Welling, Managing Director of constellr.

“Our NEODAH platform and local ecosystem give us the foundation to quickly pilot, validate, and scale thermal monitoring services—from agriculture to critical infrastructure—together with constellr,” said Kamen Iliev, Director, RST-TTO.
